Q: Is a thesis always considered a publication in academic research?

Detailed Question -

I’ve been researching whether a thesis or dissertation is formally considered a “publication” in the academic world. Some sources suggest that depositing a thesis in a university repository counts as publishing, while others argue that journals treat it differently. If parts of a thesis are submitted later to a peer-reviewed journal, does that count as duplicate publication?
